Fpo ap address zipcode

I spent 25 -30 minutes at the post office trying to send a care package to my grandson overseas. I have been doing this almost 3 years. Today the Post Office insisted on the 4 additional numbers to the zip.. I never had to use it until today..
my package never got sent. How come the post office does not know to to obtain this information..thank you
